Medical cannabis

We are getting a lot of post offer drug screens coming back positive for cannabis. In one case, the candidate/potential employee has a medical certification signed by a doctor and validated by the Commonwealth of VA that he has a medical reason for it’s use. I did some research and VA did pass a law prohibiting the discrimination, etc. if an “employee” has this certification. How do you all handle these situations?
